Adoption of a municipal regulation making terraces accessible in Plateau Mont-Royal: RAPLIQ needs your support!
In 2009, Linda Gauthier, RAPLIQ president, was appalled by the fact that she could not move freely on Mont-Royal Avenue because a lot of inaccessible terraces had been erected on the sidewalks! These terraces also prevented people with visual limitations to circulate on the sidewalks. In 2010, the Plateau Mont-Royal borough imposed a clearance of 1.8m to restore access to the sidewalks. However, the borough also authorized the implementation of raised terraces without access ramps. This is when RAPLIQ decided to go to the borough to denounce the situation. For many months, Plateau Mont-Royal claimed for its defense that making terraces accessible was technically impossible. RAPLIQ had no other choice than to file a complaint to the Human Rights Commission in May 2011.
Less than two months later, RAPLIQ won the battle. On July 20th 2011, an agreement was signed between RAPLIQ, the Plateau Mont-Royal borough and the Société de développement commerciale de l’avenue du Mont-Royal (SDAMR). This agreement provided that terraces would be made accessible by summer 2012 with only three terraces exempted from this agreement with RAPLIQ’s consent because of undue hardship (Bar inc, Barraca and Zyng).Four terrasses reserved for smokers have also been exempted.
The Plateau Mont-Royal borough will adopt its new normative framework to make terraces accessible during the next borough council on Monday, March 5, at the Bibliothèque du Plateau, 465 Mont-Royal Avenue East.
We want a lot of people present to salute this precedent. This is why we ask a lot of people to come that evening to show their support. It is really important that we are as numerous as possible (people with disabilities and allies)!
The adoption of the normative framework will occur after the question period which normally ends around 8:30 pm. It will be adopted between that time and the end of the council at around 10 pm. Please arrive before 7 pm to be able to settle in. To those of you who take paratransit, we suggest you plan your return trip for 10:15 pm.
Here is a good opportunity to learn more about municipal politics, to support RAPLIQ and especially to reiterate the importance of battling discrimination based on disability.
